The Daily Shows host noticed the $1.1 trillion spending bill passed by Congress includes a lot of non-budgetary issues: white potatoes declared a fresh vegetable, ban on traditional incandescent light bulbs ended, D.C. stopped from legalizing marijuana, two birds tossed from the endangered list. Lawmakers, CNN explained, tend to use a must-pass bill to add in special-interest provisions they otherwise could not get passed  — including some added in the middle of the night.
